General Information

  • SOLAS amendment starts from 1 July 2016
  • New IMO regulation will require shippers to provide container’s VGM.

  • Accurate weight is not always provided and this Led to accidents and pose huge risk.

  • If there is no Verified Gross Mass (VGM), container cannot be loaded on board.
  • Port Terminal and/or Ocean Carriers are recommended to spot check on suspicion.

  • Verified Gross Mass (VGM) is the weight of cargo including dunnage and bracing plus the tare weight of the container.
  • The Ocean Carrier Equipment Management Association (OCEMA) stated shippers may use the container tare weight marked on the container when using Method 2 to determine VGM.

  • Method 1: Weigh the packed container (tare weight + cargo weight together)
  • Method 2: Weigh the cargo and other contents, then add tare weight of container
**MSC.1/Circ.1475, suggested the VGM should follow the requirement of the country where the container is finalised (at least for Method 2 explicitly).

  • Shippers: The shipper as mentioned on the master bill of lading (B/L) is responsible for providing the VGM.
  • Carriers: A number of carriers have announced they will accept the VGM declaration during Booking, SI and/or separately.
